We are looking for a Senior Business Analyst (BA) to join our Custom Applications team. This role offers the opportunity to work across a diverse portfolio of applications, influencing solutions from concept through to delivery and continuous improvement.

As a Senior Business Analyst, you will play a key role in shaping, defining and delivering digital solutions that improve services for New Zealanders. Working within a cross-functional Agile squad, you will partner with business stakeholders, Product Owners and technology specialists to identify opportunities, define future-state processes and systems, and support the delivery of valuable, customer-focused solutions.

You will work as part of a SAFe Agile Release Train (ART), helping translate business needs and strategic objectives into well-defined, achievable outcomes. You'll help ensure the right information is available to the right people, at the right level of detail and at the right time to support effective decision-making and delivery.

This role will suit an experienced and proactive Business Analyst who enjoys solving complex problems, facilitating collaboration, and influencing outcomes. You will work with a wide range of stakeholders across Toitū Te Whenua, leading discussions, facilitating workshops, analysing business needs, and identifying opportunities for improvement.

As a member of an Agile squad, you will work closely with developers, testers, Product Owners and other Business Analysts to define and refine business processes, system capabilities and customer experiences. You will champion customer needs and business outcomes, ensuring solutions deliver measurable value while supporting continuous improvement across products, processes and ways of working.

Communication, relationship building and collaboration within your squad and across the business are critical to success in this role. You will have extensive experience translating business needs into system requirements and story acceptance criteria.

• Proven experience as a Business Analyst delivering technology solutions, preferably within Agile or SAFe environments.
• Strong facilitation skills, with experience leading workshops and engaging a diverse range of stakeholders to achieve alignment and informed decision-making.
• The ability to identify business problems, opportunities and drivers, and define practical, achievable solution options.
• Experience determining appropriate business analysis approaches, including stakeholder identification, requirements management and the selection of suitable analysis techniques.
• Strong analytical skills, with the ability to gather, analyse and document business, functional and non-functional requirements.
• Experience collaborating with Product Owners, Product Management and business stakeholders to define and prioritise work that delivers business value.
• The ability to influence outcomes, challenge assumptions constructively, and build trusted relationships across teams.
• Experience contributing to or developing Lean Business Cases.
• Demonstrated ability to mentor and support Business Analysts, contributing to the growth of capability, consistency and continuous improvement across the Business Analysis practice.

 

Your key responsibilities will include:

• Supporting the Product Owner in the development, refinement and prioritisation of the product backlog, including the decomposition of features and epics into well-defined user stories with clear acceptance criteria.
• Working with stakeholders and delivery teams to understand business needs, clarify requirements and define solution outcomes.
• Identifying and analysing business and solution risks, dependencies, assumptions and constraints, ensuring informed decision-making throughout delivery.
• Creating and maintaining fit-for-purpose artefacts and documentation, including requirements, process models, workflows, user stories and supporting solution information.
• Facilitating workshops, discovery activities and analysis sessions to identify business problems, opportunities and improvement initiatives.
• Supporting the delivery of customer-focused, value-driven solutions that align with business objectives and strategic priorities.
• Contributing to continuous improvement within the squad, Agile Release Train and broader Business Analysis practice.
• Supporting other squads and initiatives across the Agile Release Train when required.

The annual full-time salary range for this role is $120,000 to $135,000 depending on skills and experience.
